Fintech Cafè – April 2026

The April edition of the Fintech Café, hosted by the European Digital Finance Association (EDFA), brought together national associations and stakeholders from across Europe for a focused discussion on the European Commission’s emerging proposal for a potential “28th Regime”.

The conversation examined how such a regime could introduce a harmonised legal framework operating alongside existing national systems, with the aim of reducing fragmentation and enabling smoother cross‑border activity within the European Union.

Participants reflected on the potential benefits of a parallel, optional framework for fintech companies seeking to scale across multiple jurisdictions, as well as the challenges linked to implementation, supervision, and market adoption.

The exchange underscored the continued importance of regulatory innovation in supporting a more integrated and competitive European financial market.

As reflections on the 28th Regime progress, the Fintech Café remains a valuable forum for aligning perspectives, sharing insights, and contributing to the broader policy debate shaping the future of digital finance in Europe.
